What Are UN/ECE Regulations in Vehicle Homologation?

UN/ECE Regulations — also referred to as United Nations Regulations or ECE Regulations — are international technical standards developed by the United Nations Economic Commission for Europe (UNECE) through its World Forum for Harmonization of Vehicle Regulations (WP.29). Contracting parties, including all EU Member States, implement these regulations into their national law.

Under Regulation (EU) 2018/858, EU Whole Vehicle Type Approval (WVTA) requires compliance with the applicable UN Regulations listed in its Annex II. The 1958 Agreement provides the international framework for mutual recognition of type approvals between contracting parties, covering the EU, Japan, the USA, China, Russia and many others.

The UNECE agreement that establishes mutual recognition of vehicle type approvals between contracting parties (EU, Japan, USA, China, Russia and many others). Enables a single type approval test report to be accepted by multiple markets simultaneously.

WP.29 Working Party

The UNECE working party responsible for developing and maintaining UN Regulations. Active sub-groups include GRSG (general safety), GRVA (cybersecurity & SUMS), GRPE (emissions), GRSP (passive safety) and GRBP (noise).

Annex II of 2018/858

Lists all UN Regulations that must be applied as part of EU WVTA for each vehicle category — M1, M2, M3, N1, N2, N3 and O (trailers). Compliance with every applicable regulation is a mandatory condition for the Certificate of Conformity (CoC).

UN R100 ACTIVE

Electric Vehicles — REESS Safety

M & N categories (BEV, PHEV, HEV)

Safety requirements for Rechargeable Energy Storage Systems (REESS), electrical safety, shock protection, thermal runaway propagation prevention and battery structural integrity under crash conditions.

R100 test programme coordination and technical documentation review.

UN R136 ACTIVE

L-Category Electric Vehicles — REESS Safety

L-category (mopeds, motorcycles, quadricycles)

Safety requirements for REESS in L-category electric vehicles. Covers electrical safety, shock protection and battery performance under fault and abuse conditions specific to two- and three-wheelers.

Applicability analysis and test laboratory liaison for L-category EV programmes.

UN R155 CRITICAL

Cybersecurity and CSMS

All M & N vehicles with electronic control systems — mandatory since July 2024

Requires manufacturers to implement a certified Cyber Security Management System (CSMS). Covers vehicle-level cybersecurity measures, Threat Analysis and Risk Assessment (TARA), penetration testing, incident detection and remediation procedures.

UN R156 CRITICAL

Software Update Management System (SUMS)

Vehicles with OTA or software update capability — mandatory since July 2024

Requires a certified Software Update Management System (SUMS). Covers the complete software update lifecycle: cryptographic integrity of update packages, audit trails, rollback procedures and update verification without impairing vehicle safety systems.

SUMS documentation review, audit readiness assessment and approval authority liaison.

UN R51 ACTIVE

Exterior Noise

M & N categories

Specifies maximum exterior noise levels under acceleration and constant-speed drive-by conditions. Limit values vary by vehicle category and power-to-mass ratio. UN R51.03 is the current series with stricter limits targeting urban noise reduction.

UN R83 / R49 EURO 7 PENDING

Exhaust Emissions — Passenger & Commercial Vehicles

ICE and hybrid M, N categories (R83: cars; R49: trucks/buses)

Sets exhaust emission limits for NOₓ, PM, CO and HC. Euro 6d (Regulation (EC) 715/2007) currently applies. The transition to Euro 7 will revise limit values and introduce new pollutant measurement protocols — monitoring ongoing.

UN R13 / R13H ACTIVE

Braking Systems

M, N, O categories (R13: commercial; R13H: passenger cars)

Prescribes braking performance requirements including minimum deceleration rates, fade resistance, cold performance and wet drum braking. Also covers ABS, Electronic Stability Control (ESC) and regenerative braking interaction for BEV/HEV.

Installation of Lighting and Light-Signalling Devices

All vehicle categories

Defines installation requirements for all external lighting: headlamps, daytime running lights (DRL), position lamps, direction indicators, brake lights, reverse lights and retroreflectors. Covers photometric angles, height limits and mandatory/optional device combinations by category.
