Regulatory Context
China's regulatory system is based on GB (Guobiao / 国标) standards and CCC (China Compulsory Certification). EU market access requires compliance with UN/ECE Regulations under Regulation (EU) 2018/858. While some GB standards are technically harmonised with UN Regulations, many are not — or have important differences in test procedures, limits and documentation format. A Chinese OEM cannot simply use its Chinese type approval to sell in Europe.
CCC applies to components for the Chinese market. EU WVTA is a vehicle-level approval covering all systems simultaneously under Regulation (EU) 2018/858. They operate under entirely different legal frameworks, approval bodies and documentation structures.
Some GB standards are based on UN Regulations but include Chinese-specific modifications in test conditions, limit values or documentation format. A detailed equivalency analysis is essential before starting the European approval process to avoid costly surprises.
China's electric vehicle standards (GB/T 18384, GB/T 27930, etc.) differ significantly from UN R100 (electric vehicles) and UN R136 (REESS). Full test programme re-running is typically required to obtain the UN Regulation approvals necessary for EU WVTA.
Methodology
A structured, phase-by-phase approach — tailored to Chinese OEMs entering the EU market for the first time or expanding their European approval portfolio.
Review of vehicle specifications, category, production volume and target EU markets. Selection of the appropriate approval route — WVTA (Whole Vehicle Type Approval), IVA (Individual Vehicle Approval) or NSSTA (National Small Series Type Approval) — based on commercial and technical criteria.
Systematic comparison of all applicable Chinese GB standards against the corresponding UN Regulations and EU Directives. Identification of technical gaps requiring testing, engineering change or regulatory waiver. Delivered as a structured gap analysis matrix with priority ranking.
Definition of vehicle modifications required (if any) to meet EU requirements. Engineering documentation planning aligned to Regulation (EU) 2018/858 information document structure. Coordination with the OEM's technical teams in China.

Electric Vehicles
The growing wave of Chinese electric vehicle manufacturers entering the European market faces a specific technical challenge: China's EV safety standards differ from European UN Regulations at component and system level. LEBBA Automotive's EV homologation expertise covers the full regulatory landscape.
UN R100 covers the recharging of REESS and related electrical safety for M and N category vehicles. UN R136 covers REESS for L-category vehicles. Chinese GB/T standards (GB/T 18384, GB/T 38031) cover similar aspects but with different test conditions, vibration profiles and thermal runaway criteria — requiring a full re-run of the European test programme.
Mandatory from July 2024 for new type approvals in Europe. Requires a certified Cyber Security Management System (CSMS). China is implementing its own CSMS rules under GB/T 44464, but alignment with UN R155 requires a specific CSMS gap analysis and third-party CSMS certification by a UN R155-accredited body.
Software Update Management System is mandatory for new approvals in the EU. Chinese OEMs with complex OTA (over-the-air) update architectures must align their SUMS documentation and processes to UN R156 requirements, including traceability, rollback mechanisms and update campaign approval procedures.
