What is European Vehicle Type Approval?
EU Whole Vehicle Type Approval (WVTA) under Regulation (EU) 2018/858 is the official regulatory process that grants a vehicle manufacturer the legal right to sell a specific vehicle type across all 27 EU Member States — and throughout the European Economic Area (EEA). A single WVTA issued by one designated Type Approval Authority (TAA) is mutually recognised by every other Member State, eliminating the need for repeated national approvals.
The process involves accredited Technical Services (ISO 17025 / 17020 designated laboratories) that conduct vehicle and component testing on behalf of the manufacturer. Once all applicable UN/ECE Regulations and EU Directives are satisfied, the TAA issues the WVTA Certificate. The manufacturer then issues an individual Certificate of Conformity (CoC) — or electronic CoC (eCoC) — for every vehicle produced, enabling its registration in any EU country.
Regulation (EU) 2018/858
The core EU legal framework governing type approval and market surveillance of motor vehicles, trailers and their systems. Mandatory for M-, N- and O-category vehicles placed on the EU market. It replaced Directive 2007/46/EC and introduced strengthened market surveillance obligations.
Technical Services
ISO 17025 (testing laboratories) or ISO 17020 (inspection bodies) accredited organisations formally designated by Type Approval Authorities. They perform the conformity assessments, witness tests and product inspections required under each applicable UN/ECE Regulation or EU Act.
Certificate of Conformity (CoC)
The document issued by the vehicle manufacturer for each individual vehicle, confirming it conforms to the approved type. The CoC — now predominantly the electronic eCoC under EU Implementing Regulation 2021/392 — is required for registration in any EU Member State.
EU Type Approval Pathways for Vehicle Manufacturers
Depending on production volume, vehicle category and commercial timeline, manufacturers can access the EU market through several distinct regulatory routes. LEBBA Automotive advises on the optimal pathway for each project.
EU Whole Vehicle Type Approval (WVTA)
Full multi-stage type approval for series production vehicles. Covers all M-, N- and O-category vehicles. A single approval granted by one TAA is valid across all 27 EU Member States and the EEA. Governed by Regulation (EU) 2018/858.
Individual Vehicle Approval (IVA)
Designed for single vehicles or very small series (typically up to 5 units). Can bypass full WVTA where homologation is not commercially viable — e.g. for unique or prototype vehicles, or imports of a single unit.
National Small Series Type Approval (NSSTA)
For manufacturers producing fewer than 250–500 units per year (limits vary by vehicle category). Requires a reduced test programme compared to full WVTA. Approval is nationally valid but may be extended to other Member States through bilateral recognition.
UN/ECE Component & System Approvals
Individual UN Regulations govern systems and components (brakes, lights, emissions, cybersecurity R155, software update management R156, EV batteries R100/R136, hydrogen R134, etc.). These form the building blocks of any full WVTA dossier.
