When Full EU Type Approval Is Not Required
Regulation (EU) 2018/858 establishes three main approval routes for motor vehicles, trailers, and their systems. While EU Whole Vehicle Type Approval (WVTA) is the standard route for series production, the regulation explicitly recognises that a full WVTA process — with its extensive test programme and mandatory Conformity of Production (COP) system — is disproportionate for low-volume manufacturers, specialist vehicles, prototypes, and unique builds.
Articles 41 and 45 of Regulation (EU) 2018/858 provide for National Small Series Type Approval (NSSTA) and Individual Vehicle Approval (IVA) respectively. These routes offer simplified procedures, reduced documentation burdens, and — in the case of IVA — no requirement for a production conformity system at all. EU Approval Pathways for Low-Volume Manufacturers

EU Whole Vehicle Type Approval (WVTA)
- For: Series production vehicles (all volumes)

- Testing: Full UN Regulation test programme
National Small Series Type Approval (NSSTA)
- For: Up to 250–500 units/year depending on vehicle category
- Legal basis: 2018/858 Article 41 — granted by national authority
- Valid in: One Member State (extendable to others under Article 42)
- COP required: Simplified provisions apply
- Testing: Simplified programme — some UN Regulation exemptions possible
Individual Vehicle Approval (IVA)
- For: Single vehicles (Article 45 of 2018/858)
- Legal basis: 2018/858 Article 45 + national schemes
- Valid in: Member State that grants it
- COP required: Not applicable — single unit only
- Testing: Conformity assessment of the specific vehicle
