What is Conformity of Production in EU Type Approval?
Conformity of Production (COP) is the set of procedures, controls, and documented evidence that ensures every vehicle manufactured after receiving EU Type Approval continues to conform to the approved specifications. Under Regulation (EU) 2018/858 (Annex VIII and Chapter VII), Approval Authorities carry out initial COP assessments before granting the approval, and conduct periodic surveillance audits at production facilities worldwide — regardless of whether the factory is located in Europe, China, or elsewhere. Failure to maintain COP compliance can result in the suspension or withdrawal of the type approval, halting vehicle sales across the entire European Economic Area.
Initial COP Assessment
Before type approval is granted, the manufacturer must demonstrate to the Approval Authority that adequate production control procedures exist and that all critical vehicle characteristics are consistently managed at the production facility.
Periodic COP Audit
After approval is granted, Approval Authorities conduct periodic COP audits — at minimum every 3 years under Regulation (EU) 2018/858 — to verify that the production process continues to conform to the approved type.
Extraordinary Audit
Triggered by market surveillance findings, customer complaints, or statistical quality failures. Requires immediate corrective action and may include targeted re-inspection of specific production characteristics.
Key Elements of a COP System

Clear procedures for identification, physical segregation, and formal disposition (rework, scrap, concession) of any non-conforming components or assemblies.
Calibration Records
Traceability of all measurement equipment to national or international standards, with calibration certificates and calibration intervals documented.
Supplier Control
Evidence that incoming parts quality is actively managed: supplier approval records, incoming inspection plans, and supplier performance monitoring.
